It seems like Necrophage would probably be one of the best fanatic purifiers currently, because conquering other empires and converting them into your species would allow you to sidestep the current empire pop growth limitations. So you can't have vassals as Fanatic Purifier ...If you start as FP, but then change your ethics to deactivate the FP civic (by embracing a faction to lose your fanatic xenophobe), you become more or less a normal empire. Then you can join the Galactic Community, engage in diplomacy, grow in peace etc. You can even level Become The Crisis to lvl 3 or so to prepare.

There are a few issues with fanatic purifier and orbital bombardment in general. There is barely a bonus besides the fire rate, and the negatives are quite impactful. The bad: you cant do diplomacy at all. You cannot interact with enclaves. The good: fire rate and army damage 33% increase, unity from purging. kinship and Fanatic purifier ? Question. Starting next to Fanatical Purifiers. This keeps happening and every time it does I'm forced to restart. The damned AI gets 43% faster fire rate (33% from fanatical purifiers, 10% for militarist which they get 50% of the time as either that or spiritualist is required), 33% more naval capacity, and -25% ship cost right from the start.

You can do a full sweep of all AI empires on turn 1 and just change the civics of any empire that has a genocidal civic.
