In draft mode the lift should only raise during the last two inches of travel on the control lever. You can move the quadrant backward or forward to adjust this. When the Draft lever is set to plough at a certain depth any changes in the ground conditions will 'upset' the balance. If you hit a patch of heavier soil the compression force in the top link will increase slightly. The internal linkage will 'sense' a change and tell the pump control lever to move into the pumping position briefly.
In the draft control mode, the lift is either "up" or "down". There is no control in between, which is what you are observing. You will want to use position control mode, unless you are plowing. Using the scoop is an exercise in developing hydraulic control finesse. I don’t always go the extra mile, but when I do, it’s because I missed my exit.
Sounds like the control valve is out of adjustment and probably sticking. There are two adjustment to make, one with the lever down in draft control position and another with the lever up in position control. While the lift top is off it's best to replace the lift piston o-ring, remove and clean the control valve and check the cam pin for wear.
