I got the Uniden BC75XLT. It has a basic program for the computer. I thought you could take like a text file of frequencies and import them to the scanner. But I'm guessing no. So I'll have to type them in. That's really the only downfall I see in this one. It should do the job, all I need is a stubby antenna.

You won't have a hard time hearing marine being on the river. Plug in the VHF/UHF milair and general aircraft frequencies. The radio was designed for that. Rail frequencies also work great on the 125. Just remember, your county is on a mixed mode analog/digital system for PD/FD/EMS. Across the river, VA is on a digital P-25 system.
