So I have done as much google research as possible to solve this bug (at least that's what I think it is). Awhile back I found a journal which opened the "forbidden legend" quest line. Which intertwines with the "under saarthal" quest line in order to obtain one of the needed amulets. After receiving the amulet I continued "under Saarthal ...Mystery solved.
