parking brakes are stuck and won't release. OK, so this car is a 2003 Rio and it has been sitting outside for just over 1 week while a new clutch was being installed. Well we finished the clutch job, lowered the car for a test drive, released the parking brake and this car won't move - not a fraction of an inch.

Check to see if the brake lights go on. also listen for a click sound in the shift lever location when you hit the brake pedal. if neither one of these things are occuring then you have a brake light switch problem. you need to replace that and it should all work.
