Male Saiyan - Health/Basic (super optional), your low health boost arrives with more health in the threshold and you do stupid amounts of damage as is. Female Saiyan - Super (strike/ki blast)/Basic, same as male saiyan, females get higher damage from supers out of the 2 and combos can hurt just as much.
The best part is that you have no conditions however - no ki drain, no super soul drawback (like Fu's needing you to be over 75% HP). Just you, your basic strikes and punches, and strong ki blast damage. If you just stand back and blast, SV2 is better. But for a more active playstyle, the massive Ki generation+basic attacks of SSG are better.
