Ive done it at least 10 times with the yog cleaver and it has not completed that step. Okay this one took a few tries to figure out, but basically you have to use the god tool to harvest a body until it turns into a loot bag. Not just once for your token, but two/three times. I'm stuck and have also been using the Yog cleaver. I figured mine out. On the console, select the thrall in your inventory, it will highlight the box with a small yellow triangle in the top right corner. Solution: you are not having the pet/thrall use the food, you are using it for yourself but from their inventory so the food item must be something the player character can eat/consume.
