More techinically speaking, it reads the numbers flying back and forth between the game and the server, then stores and analyzes (parses) this data for you. Not a program made just for FFXIV, ACT may be used with many MMOs for many reasons. Go to your "Allow an app through windows firewall" option and click change settings. Look for something called DFA Assist and delete all mentions of it. Now click "Allow another app" and search for your ACT.exe.
